    About the Southeastern Coastal Development Forum
     
    Since 2018, ULI’s Coastal Forum has shared best practices and emerging market trends in coastal real estate development and community resilience, focusing on strategies to protect and strengthen communities at risk due to sea level rise, storms, and other coastal hazards through innovative infrastructure and real estate projects. This first ever Southeastern Coastal Development Forum is a joint effort ULI Atlanta, North Florida, and South Carolina to offer development practitioners and public officials (mayors, council members, and senior officials) access to resources to advance coastal and inland development challenges and create a broader understanding of resilience in their communities. This summit will:
    • Offer participants practical information, case studies and resources to pursue resilient projects and processes in their own initiatives; 
    • Provide participants valuable connections to their peers as well as leading experts in resilient development, planning, finance, sustainability, and infrastructure; and
    • Share specific examples of practical solutions and leadership in resilience policymaking and development that both coastal and ‘coastal-like’ communities face

    The 2024 ULI Southeast Coastal Development Forum May 13-14, 2024. All refund requests must be made in writing by emailing [email protected]. Cancellation of a meeting registration does not constitute cancellation of a hotel room. Please be sure to handle both separately.

    Dale Morris

    City of Charleston

    Dale Morris is the Chief Resilience Officer and Senior Policy Advisor to the Mayor of Charleston SC on integration of comprehensive water management, planning and adaptation processes into City policy, land-use and water projects, and the addition of resilience approaches to City processes. He previously served as a Director of Strategic Partnerships at The Water Institute of the Gulf and as a Sr. Economist and Director of Water and Climate work at the Royal Netherlands Embassy in Washington, DC. Additonally, he's the co-founder and co-director of Dutch Dialogues.

    Joshua Murphy

    Senior Geographer, NOAA Office for Coastal Management

    Joshua Murphy is a Senior Geographer with the National Oceanic and Atmospheric Administration (NOAA) Office for Coastal Management in Silver Spring, MD. As a subject matter expert in geographic information systems (GIS) tools and methods, Josh brings over 15 years of experience in the areas of data and tool development, spatial analysis, and technical assistance to coastal communities. After leading the development of NOAA’s Digital Coast platform in 2008-2011, Josh served a two-year rotational assignment to the U.S. Department of Housing and Urban Development (HUD) where he led the agency’s climate adaptation planning efforts and supported the Hurricane Sandy Rebuilding Task Force. Since returning to NOAA in 2013, Josh has supported federal efforts directed at enhancing the resilience of our nation’s coastal populations, landscapes, and infrastructure. As an educator, Josh has extensive experience in the areas of curriculum development and instruction. He is one of the founding faculty members within the Urban and Regional Planning Program at Georgetown University where he teaches classes focused on the integration of geospatial information with urban planning concepts.

    Olivia Frick

    Business Development Strategist, LS3P Associates Ltd.

    Olivia Frick is the District Council Chair of ULI North Florida and leads business development efforts for the Greater Savannah/Northern Florida area. Her previous professional experience is in media and marketing, project management, and business development for large construction firms in Florida. A graduate of Georgia Tech with a Bachelor of Science in Building Construction, Olivia is currently serving as a Board Member for the ACE Mentor Program of America, a member of the UFHealth Jacksonville Leadership Council, and a member of CREW Jacksonville.

    Tyrone Rachal

    President, Urban Key Capital Partners

    Mr. Rachal is the District Council Chair of ULI Atlanta and President of Urban Key Capital Partners, a mission-driven, specialty finance advisory services platform with expertise in providing a range of financial services to highly-impactful real estate development projects in distressed communities and development authorities. Mr. Rachal is also a Principal of Red Rock Global and President of Red Rock Global Capital Partners where he has specific responsibility for directing all financial advisory services and private placement activity. Prior to forming Urban Key Capital Partners and re-joining Red Rock Global, Mr. Rachal was Managing Director of Redevelopment at Invest Atlanta where he had specific responsibility for managing, marketing, and overseeing the City of Atlanta’s tax allocation district program and served as director for commercial, retail, and mixed-use projects applying for tax increment finance funding. Mr. Rachal also created and had the responsibility of directing Invest Atlanta’s controlling entity interest as President of Atlanta Emerging Markets, Inc., a New Markets Tax Credit (NMTC) program Certified Community Development Entity (CDE) and multi-round allocatee ($353 million). Due to this specialized track record, Mr. Rachal recently launched Urban Key CDE to compete for NMTC allocation from the Department of Treasury Community Development Financial Institutions Fund. Mr. Rachal joined Invest Atlanta from Red Rock Global, which is an Atlanta-based real estate advisory services and commercial brokerage company he co-founded in 2001. Prior to that, Mr. Rachal served with the Private Equity Group of Merrill Lynch & Co. in New York where he had the responsibility of advising financial sponsors in the private placement of over $7 billion of limited partnership interests to institutional investors.

    Jeremy Borak

    Managing Partner, TBM Multifamily

    Jeremy Borak is a partner of TBM and a founding member of the Multifamily Practice. Jeremy is an Accredited Advisor in Insurance and specializes in business development and sophisticated insurance program design and implementation. Jeremy has a diverse client base with a focus on the real estate industry, primarily multifamily and other real estate asset classes. He is known for designing complex and time-sensitive programs. Jeremy graduated from the University of Georgia with a BBA in Risk Management and Insurance.

    Janet Bozeman

    Of Counsel, Williams Teusink, LLC

    Janet Bozeman is Of Counsel with Williams Teusink, LLC. She completed her undergrad at Auburn University and received her law degree from Georgia State University. She assists developers throughout the country in creating the governance structure for their planned communities, condominiums, and destination resorts, and in establishing club membership programs for project amenities. Her experience includes small and large scale residential, commercial, and mixed-use projects, as well as age-qualified communities. Additionally, she counsels clients on community association governance and operations.

    Laura Craft

    Global Head of Portfolio Sustainability Strategies, Heitman

    Laura Craft is a real estate investment manager with roughly $44 billion under management. Laura establishes systematic approaches to embed ESG into investment decision-making and management of investments. Recently, Laura lead the Heitman partnership with ULI to publish the report, "Climate Risk and Real Estate Investment Decision-Making," which explores current methods for assessing and mitigating climate risk in real estate.

    Dan Doyle

    Chief Operating Officer, The Beach Company

    As COO of The Beach Company, Dan is responsible for all development, marketing, asset and property management functions. He has more than 25 years of real estate industry experience, with the majority spent in the multi-family development and management sectors. Dan’s undergraduate and graduate degrees are from The University of Michigan. His community involvement includes serving on the Board of the Charleston Metro Chamber of Commerce, its Executive Committee and Chair of its Developer’s Council. Dan is also an active member of The Cathedral of St. John The Baptist parish and serves on its Finance Council. Under Dan’s leadership, the company’s development department has expanded to more than 20 areas in the Southeast to include dynamic emerging cities such as Greenville, SC, Nashville, TN, Richmond, VA, and Huntsville, AL.

    President & CEO, Smart Home America

    Julie Shiyou-Woodard is the President and CEO of Smart Home America, a non-profit organization working at the intersections of disaster resilience, policy, affordable housing, and insurance. Under her leadership, Smart Home America has fostered a culture of resilience by supporting local efforts to implement proven solutions that strengthen homes and businesses, reducing disaster-related losses and insurance costs. Julie's advocacy has led to local and state policy changes that enhance building methods, codes, and incentives for construction. With over 20 years of experience in local and state government, Julie has developed and managed environmental and hazard mitigation projects in collaboration with federal, state, and local agencies. Her expertise allows her to collaborate effectively with leaders at various levels of government, implementing policies that support property mitigation and disaster resilience. Julie's contributions have been crucial to the success of programs like FORTIFIED Home™, FORTIFIED Multifamily™, and FORTIFIED Commercial™, resulting in thousands of designations and projects. Julie is committed to ensuring equity and closing the insurance gap for vulnerable populations. She has expanded Smart Home America's staff, added continuing education approvals in over 10 states, and broadened the organization's mission to improve workforce housing.

    Stacy Watson

    Georgia Ports Authority

    Stacy Watson serves as the Director of Economic & Industrial Development at Georgia Ports Authority, where he's been nearly 32 years now. Watson grew up in Plainfield, GA before joining the Georgia National Guard, where he achieved the rank of Major and served as Wing Inspector General until his retirement in March 2022. As an active member of the Savannah community, he is a member of the Propeller Club of Savannah, the Transportation Club of Savannah, and the Richmond Hill Rotary.

    Amber Galko

    Senior Resilience Reviewer, City of Boston

    Amber Galko has served nearly three years as the Senior Resilience Reviewer for the City of Boston's Planning & Development Agency. Prior to that, she was a Job Captain at Cube3, a Boston-based design firm providing thoughtful and innovative design solutions for a wide range of architectural, interior design, and planning challenges. No stranger to ULI summits, she was also a member of the "Power of Retrofits" panel at the ULI Americas Resilience Summit in Toronto last May.

    Mark Risse

    UGA Marine Extension & Georgia Sea Grant

    Dr. Mark Risse, P.E. is the Director of Marine Extension and Georgia Sea Grant and Georgia Power Professor of Water Policy at the University of Georgia. His expertise is in non-point source pollution management, water resources, stormwater management, coastal erosion processes and sustainable/resilient development. Dr. Risse received his B.S. and MS degrees at University of Georgia in Agricultural Engineering and his Ph.D. in Biological and Agricultural Engineering at Purdue University. At the University of Georgia, Mark has received recognition as a Fellow in the International Soil and Water Conservation Society and is a Walter Bernard Hill Fellow, the Universities highest honor for public service and outreach.

    Roy Selvidge

    Roy Selvidge joined LS3P in 2006 and has over twenty years of experience in design, engineering, and construction. Roy’s unique perspective as both an architect and Field Grade Engineer Officer with the U.S. Army has contributed to a multidisciplinary skill set which includes excellent communication skills, the ability to understand and translate complex technical obstacles into specific project accomplishments, and the leadership traits to inspire others to exceed standards. While at LS3P, Roy’s contributions to a variety of federal projects have been invaluable. He served as Project Manager for the Von Braun III Complex in AL and the COF-MOTC at Ft. Bragg, NC. He was also Project Manager for Army Reserve Regional Readiness Sustainment Command HQ at Ft. Jackson, SC, and served on the project team for DoDEA schools Pope Holbrook and Diamond Elementary in NC.

    Joseph Sutkowi

    Chief Waterfront Design Officer, Waterfront Alliance

    Joseph Sutkowi is the Chief Waterfront Design Officer at the Waterfront Alliance, leading the Waterfront Edge Design Guidelines (WEDG) program. WEDG is a national rating system for waterfront development that rewards projects for design excellence in resilience, ecology, and access. Joseph is undertaking a national expansion of the design standard and oversees engagement with design teams, the ESG field, real estate developers, and municipalities. He brings significant experience in ports and waterfront operations, economic development policy, and infrastructure. Previously, Joseph was a Senior Consultant at Karp Strategies, a New York City-based urban planning and economic development consulting firm where he led projects in infrastructure and sustainability. In previous roles, Joseph has also worked with Living Cities on equitable procurement, a New York City Council member on transportation, the American Red Cross in disaster response operations, and the University of Michigan in foundation relations. Joseph resides in Queens, New York with his wife and son. He holds a Bachelor of Public Policy from the University of Michigan and a Master’s in Public Administration from New York University.
