The Urban Land Institute (ULI) North Florida released its Technical Assistance Panel (TAP) Report today, summarizing recommendations to assist Clay County in the redevelopment of College Drive. The report concludes a study that included interviewing several stakeholders and a two-day meeting of real estate and land-use professionals, urban planners, and other experts.
The interdisciplinary panel of volunteer experts, at the request of Clay County, studied county-owned property between County Road 220 and Blanding Boulevard on College Drive to explore options for redevelopment. The panel was asked to recommend:
- A long-term vision and development program for the study area that would promote economic growth, sound development practices, livability and access to entertainment venues.
- Highest and best uses for the study area, including identifying a range of uses that would be compatible with existing, committed, and planned uses and public facilities within the College Drive area.
- Strategies for public facilities to promote mobility to, from, and within the study area as well as any resulting adjustments to current land use, transportation, recreation and open-space plans.
